Therefore, an imbalance is generated between actions aimed at accountability and continuous improvement. This is relevant because management systems in higher education have an increased interest in improving the quality of their education and in controlling the proper use of resources. To promote continuous improvement, the objective of this work is to elaborate a proposal to strengthen the quality assurance processes in the School of Industrial Engineering (EII) of the University of La Frontera. The EII was used as a case study, where a Quality Assurance model was implemented, in accordance with current institutional and national regulations. As instruments for collecting information, questionnaires and interviews were used. The following documents were prepared: internal diagnosis of the current state of the EII management system, design of the Quality Assurance System (SAC) and the implementation plan. A methodology was established to design a balanced SAC. As a result, it is suggested to promote a type of receptive quality culture, in order to maintain a balance between accountability and permanent improvement. However, EII already has some elements of an ideal type of receptive and reactive quality culture. A recursive approach was used to design a SAC. The EII has processes that evaluate student performance, which promote quality. Nevertheless, in order to improve quality, it is necessary to generate a program of preventive or corrective actions.

Sin embargo, en algunas organizaciones de educación superior, la rendición de cuentas no está enfocada en controlar la implementación de acciones para mejorar el desempeño. Por tanto, se genera un desequilibrio entre las acciones orientadas a rendición de cuentas y a mejora continua. Esto es relevante debido que los sistemas de gestión en educación superior han aumentado el interés por mejorar la calidad de su educación y por controlar el uso adecuado de los recursos. Para promover la mejora continua, el objetivo de este trabajo es elaborar una propuesta para fortalecer los procesos de aseguramiento de la calidad en la Escuela de Ingeniería Industrial (EII) de la Universidad de La Frontera. Se utilizó como caso de estudio la EII, donde se implementó un modelo de Aseguramiento de la Calidad, conforme a la normativa institucional y nacional vigente. Como instrumentos de recopilación de información se utilizaron cuestionarios y entrevistas. Se elaboraron los siguientes documentos: diagnóstico interno del estado actual del sistema de gestión de la EII, diseño del Sistema de Aseguramiento de la Calidad (SAC) y el plan de implementación. Se estableció una metodología para diseñar un SAC equilibrado. Como resultado, se sugiere promover un tipo de cultura de calidad receptiva, para mantener un equilibrio entre la rendición de cuentas y la mejora permanente. No obstante, la EII ya cuenta con algunos elementos de tipo ideal de cultura de calidad receptiva y reactiva. Para diseñar un SAC se utilizó un enfoque recursivo.
