Sumario:This article aims to address children's right to education and the structuring of public policies via education plans. The basis for the analysis is Brazil's Federal Constitution (BRASIL, 1988), which ensures quality education for early childhood. Notwithstanding the constitutional guarantee, this right has been neglected since the 1990s, a period in which state reform carried out under the auspices of neoliberalism imposed serious budget problems on education and opened the way to financial internationalisation. The National Education Plan (BRASIL, 2014), despite certain limitations, has sought to expand children's access to education. Its guidelines have served as a model to Tocantins state for drafting its own education plan.
