Framed in a systems approach and focused on water and conflicts associated to the expansion of extractive industries in the Andes, the paper suggests that this process is being defined by confrontation between the discourses (Peru, a minning country and the neoextractivism) on the relationships between society, economy and nature and the power relationships that underlies the social construction of environmental institutions.
