| Sumario: | This paper analyses the changes inITC that can be endorsed to modifications inthe international scenario as well as those thatcan be attributed to the functioning of the in-ternational organizations themselves. Healthpolicies and health reform are taken as the cen-tral instances for the analysis, specially the roleplayed by the World Health Organization andits area office, the Panamerican Health Orga-nization and its relationships with multilater-al agencies. It also compares the outputs of ITCin terms of cost/effectiveness and, finally, it sug-gests courses of action addressed to improve theITC, based upon three main aspects: conse-quences of the international scenario dynam-ics on the ITC, varieties of ITC, and the valuesthat must steer the process of producing ITC. |
