| Sumario: | Induced by a structural change in international society's dynamics, many municipalities, through the practice of the so-called paradiplomacy or federative diplomacy, have been elaborating municipal management tools towards getting resources through International Technical Cooperation's (ITC) experience. In this context, this paper purports to map the concept of the ITC phenomena, aiming at facilitating its comprehension and its practical consequences to Brazilian society. |
