description The article analyzes some aspects related to the current concrete problems and conflicts of the integral State in Latin American. The situation shows the existence of an organic crisis of the State that contributes to explain the tendencies to the States of Exception and democratic-popular States. Experiences located in a prolonged catastrophic equilibrium between different historical-political forces. In order to study this condition, based on historical-critical theory elements, it is possible to assess the economic and social roots of the accumulation patterns as well as the historical, political and ideological relevance facing the crisis, of the various conceptions, policies and proposals, particularly those of democracy, politics, class accumulation, popular national sense and emancipation. The analysis considers the peculiar relationship between political and ideological forms with the organic movement of neoliberal globalization and dependent capitalism. This relationship is projected in a sharp dispute of classes and social and political groups. Its determinations affect the changing State-civil society relationship, the problems of the political structure, in question today, and some complex aspects of the organizational and ideological-political life of popular social groups.

Es evidente la existencia de una crisis orgánica del Estado que contribuye a explicar las tendencias a los Estados de excepción y a los Estados democrático-populares, experiencias ubicadas en un punto de equilibrio catastrófico prolongado entre distintas fuerzas histórico-políticas. A partir del estudio de dicha condición, en función de elementos de la teoría histórico-crítica, se pueden valorar las raíces económicas y sociales de los patrones de acumulación y la pertinencia histórica, política e ideológica, de las diversas concepciones, políticas y propuestas, en particular las de democracia, política, acumulación clasista, sentido nacional popular y emancipación. Para este análisis se considera la peculiar relación de las formas políticas e ideológicas con el movimiento orgánico de la globalización neoliberal y del capitalismo dependiente, relación que se proyecta en una aguda disputa de clases y grupos sociales y políticos. Sus determinaciones inciden en la cambiante relación Estado-sociedad civil, las problemáticas de la estructura política, hoy en cuestión, y algunos aspectos complejos de la vida organizativa e ideológico-política de los grupos sociales populares.O artigo analisa alguns aspectos relacionados aos problemas e conflitos atuais do Estado integral na região da América Latina. A situação tem revelado a existência de uma crise orgânica do Estado que contribui para explicar as tendências aos Estados de exceção e aos Estados democrático-populares, experiências situadas em um ponto de prolongado equilíbrio catastrófico entre diferentes forças histórico-políticas. A partir do estudo desta condição, com base em elementos da teoria histórico-crítica, podem ser encontradas as raízes econômicas e sociais dos padrões de acumulação e a relevância histórica, política e ideológica das diversas concepções, políticas e propostas, em particular aquelas de democracia, política, acumulação de classe, sentido popular nacional e emancipação. O artigo estuda a relação peculiar das formas políticas e ideológicas com o movimento orgânico da globalização neoliberal e do capitalismo dependente, relação que se projeta em uma disputa acirrada entre classes e grupos sociais e políticos.
