Sumario:The present article refers the relations between national and international financial capital with public administration, those sectors that defines the neoliberal economic politics, the link between Latin-American and US Armed Forces and the submitted of democratic elected governments to the popular pressions, generated strong tensions in the State, at the moment that the pressions are deeper and belong from different social and political sectors.
