Sumario:This paper makes a methodological exercise to compare the work of the last unified government and divided government in Tlaxcala using quantitative and qualitative techniques. In this work, we understand divided government as the separation of powers in which the party of the incumbent executive local or national does not have majority control of the legislature; in contrast, we identify a unified government as one in which Governor´s party is the same as controls at least 50% plus one of the deputies in Congress
