This situation is alarming in Latin America, due to factors such as the breach of electoral promises, low living conditions and cases of corruption in the highest levels of government, which have led to the so-called “society of distrust”, which has its counterpart in greater disaffection in the democratic system. To face this, a strategy must be deployed that contains two basic aspects: on the one hand, the constitutionalization of greater mechanisms of citizen participation in public affairs and, on the other, the recomposition of the traditional functions of the political parties, in order to recover the vehicle in which the political interests of society are organized and transported. This path has been adopted by the Constitutions of the so-called new latin american constitutionalism that, unfortunately, in the case of Venezuela, has been seriously damaged by the crisis generated by the conflicts between opposition and government.La democracia representativa lleva en su ADN los genes de la desconfianza hacia los representantes, por lo que aquélla debe estar presente en dosis que no generen situaciones de ruptura o de resignación por parte de los representados. Esta situación resulta alarmante en América Latina, debido a factores como el incumplimiento de promesas electorales, las bajas condiciones de vida y los casos de corrupción en las más altas esferas gubernamentales, que han dado lugar a la llamada “sociedad de la desconfianza”, la cual tiene su correlato en una mayor desafección en el sistema democrático. Para enfrentar esto se debe desplegar una estrategia que contenga dos aspectos básicos: por un lado, la constitucionalización de mayores mecanismos de participación ciudadana en los asuntos públicos y, por otro, la recomposición de las funciones tradicionales de los partidos políticos, a fin de recuperar el vehículo en el cual se organizan y transportan los intereses políticos de la sociedad.
