Sumario:The growing complexity of today's cities; their demands and their participation dynamics have implications for public planning. In the Metropolitan Areas of Mexico, the difficult management and administration of public resources and services has reduced the ability of local institutions to govern. This essay explores the characteristics of planning: public problems and ways to incorporate participation in the documents known as municipal development plans, of the City Councils of the Metropolitan Area of ​​Pachuca, in the state of Hidalgo, Mexico.
