The paper finds that inefficient water management practices contradict policy objectives involving the culture of water.Este trabajo reflexiona sobre la relación entre la gestión del agua urbana y la cultura del agua, bajo el supuesto de que hay una contradicción entre estos dos aspectos. Se enfoca en el servicio de agua potable de Nuevo Laredo. La metodología contempla la revisión de indicadores de gestión del servicio, consulta de fuentes bibliográficas sobre la cultura del agua y entrevistas a actores locales sobre la concientización de la gente en el cuidado del recurso.
