It is, therefore, a powerful instrument that can and should also help to improve the environment and more sustainable development. This work analyzes the conceptual framework of contracting with environmental criteria, the importance of a public policy that internalizes the objectives of sustainable development, with a very high capacity to influence the market and an exemplary component in the action of administrations and its relationship with common goods and with citizens. The article refers to the beginnings of green purchasing, with a specific section on the main actors who acted as driving forces of change. Next, the legislative development in the European community framework is explained, as well as its regulatory translation to Spain and the Autonomous Communities. Due to their practical value, two pioneering cases in Spain are presented - Barcelona City Council and the Basque agency IHOBE - summarizing the evolutionary development of the inclusion of environmental clauses in our contracting, both in the field of the regulatory framework and management. A section is included on the evaluation of a sustainable purchase, to end by suggesting some of the challenges that we still have in this area. The object of the work is a public policy that, in a period of 25 years, has developed in an unthinkable way and with globally very positive results.El peso de la contratación del sector público en Europa, es decir, su poder de compra representa alrededor del 15 % del PIB europeo. Se trata, por tanto, de un potente instrumento que puede y debe ayudar también a la mejora del medio ambiente y a un desarrollo más sostenible. Este trabajo analiza el marco conceptual de la contratación con criterios ambientales, la importancia de una política pública que internaliza los objetivos de desarrollo sostenible, con una altísima capacidad de influir en el mercado y una componente ejemplificadora en la acción de las administraciones y su relación con los bienes comunes y con la ciudadanía.  El artículo refiere a los inicios de la compra verde, con un apartado específico a los principales actores que actuaron de fuerzas motores del cambio. A continuación, se expone el desarrollo legislativo en el marco comunitario europeo, así como su traslación normativa a España y a las Comunidades Autónomas. Por su valor práctico, se exponen dos casos pioneros en España -Ayuntamiento de Barcelona y la agencia vasca IHOBE- resumiendo el desarrollo evolutivo de la inclusión de cláusulas ambientales en nuestra contratación, tanto en el campo del marco normativo como de la gestión.  Se incluye un apartado sobre la evaluación de una compra sostenible, para acabar sugiriendo algunos de los retos que todavía tenemos en este terreno.
