| Sumario: | Public procurement of innovation (PPI) is a purchasing modality that aims to increase investment in R&D and the improvement of public services from market demand side. It is a strategic commitment of the OECD and the European Union, especially promoted in recent years. PPI contracts present legal peculiarities in their processing that make them uniquely complex, from their preparation til their execution, which requires a learning and adaptation process for public managers and for the market itself , whose legal keys are highlighted in this paper. |
