Sumario:On the one hand, this work focuses on the administrative reform that the autonomous State must undertake to manage the Next Generation EU (NGEU) European funds and comply with the European and national guiding principles, while at the same time to overcome the concurrent administrative training deficits. On the other hand, it contains some innovative proposals for public organization to manage extraordinary emergency situations, among them the so-called "collaborative administration" and "reserved administration", which are not mutually exclusive
