| Resumo: | This paper analyzes the common immigration policies at EU level. With a critical perspective the author revisit the European Commission’s proposals for developing these policies in order to better manage migration flows by a coordinated approach with Member States taking into account the national legislations. The author argues that the main achievements during the period of implementation of the Tampere programme (1999-2004), confirmed in 2004 with the adoption of The Hague programme have been concluded, but they are some areas with failures of harmonisation (i.e. integration). She evaluates the new European Pact on Immigration and Asylum (2008) in the light of the hitherto existing policies and the Lisbon Treaty. She concludes that the European Commission’s new programme lags behind the more promising guidelines of its predecessor of Tampere. |
