Descripción
Sumario:[EN] This document presents a proposal of Delimitation of Spaces and Port Uses (DSPU) of the port of Benicarló (province of Castellón) accompanied by a proposal for the management of the port-city front. The DSPU is the legal figure contemplated both in the "Law of Ports of the State and in the Merchant Navy" as in the "Law of Ports of the Generalitat Valenciana", for the port and non-port uses contemplated within the service area of the port. The proposal of DSPU is proposed for a time horizon of 30 years in which the offer of moorings for the nautical-sport use as well as for the fishing use is extended. In addition, due to the increase in moorings, the facilities are also increased to accommodate the anticipated demand. On the other hand, the current dry dock is eliminated because the port of Vinaroz receives most of its demand, taking advantage of such space as a destination for fishing, so that odors, noise, waste, etc. are avoided. near the municipality. A new configuration of pontoons is also proposed, since the surface on land of the nautical-sporting use is modified, due to the excess of current space and the bad state and disuse of many of the current installations. On the other hand, to enhance all the modifications that are proposed in the port, the reorganization of Marqués de Benicarló Avenue is also proposed, transforming into a wide pedestrian boulevard. In order to do so, the physical and visual barriers that we currently encounter are eliminated and the gap that exists with the port is eliminated. Wide ramps and stairs that connect the Marqués de Benicarló Av. with the internal road of the port are proposed. A traffic lane is maintained on Marqués de Benicarló Av., with some parking spaces, loading and unloading, parking of bicycles ... as well as on the internal road of the port. All the action together transforms functional, economic and social not only the port, which is no longer an opaque facade, but also the front completely. The port is an accessible, open space with a wide socio-cultural offer, so the use of port-city interaction is proposed to enhance it.
