This study examines how clusters can strengthen the resilience of their embedded firms ¿ particularly small and medium-sized enterprises (SMEs) ¿ facing global crises with local impacts. Based on qualitative evidence from the Valencian textile cluster in Spain during the COVID-19 pandemic, the findings reveal that activating the cluster¿s institutional infrastructure was crucial to fostering SMEs¿ collaboration and collective action.
