Resumo:Motivated by the 'plague' of strategic plans that began in the 90s in Argentina and South America, we address the reason and meaning of an Strategic Plan, that is, what and whom an Strategic Plan is made for. And, as well, to which development theory strategic plans for cities subscribes to. Therefore, our object of study is the elaboration of the city of Mar del Plata´s Strategic Plan process, in Argentina. Object which is justified as long as it constitutes an adecuate empirical reference to present a group of critical insights to the proposals of transformation of the local public management.
