[EN] Through an agreement between the Mayor of Cartagena de Indias (Colombia) and UNDP (United Nations Development Programme), was achieved in 2009 the implementation of the "Productive Inclusion Policy for the local Population living in Poverty and Vulnerability - PIP, in which the need for a work space that allows the reunion of all of the different entities and organizations that are working on issues related to the productive inclusion in Cartagena emerged. As an answer to this, the REDIP (Productive Inclusion Network of Cartagena) is then defined as one of the strategies that fight against the barriers to inclusive economic development of vulnerable populations, officially settling in 2010. The REDIP worked properly during the first three years, but since 2014 there has been an evident decrease in the level and type of participation exercised by representatives of its articulated organizations. In response, the local UNDP personnel and the network's Technical Secretariat decide to search and inquire about the possible causes of the situation and implement solutions for it. After a participatory diagnosis where the symptoms of this decrease in participations were studied and gathered the perspective from several of REDIP's stakeholders, a collective analysis of the information was put in place, which displayed all the problems linked to participatory issues. Once all of this data was gathered and properly analyzed, an open debate allowed to obtain all sorts of strategies meant to stimulate the active participation of its members and maximize the work that was being achieved regarding the capacities expansion within the population in a situation of poverty and vulnerability. This Tthesis describes the strategic planning process in which the author has participated and advised making good use of the knowledge acquired during the Masters theoretical period. Based on a strategic planning methodology agreed amongst the author and the network, (paragraph 7), the diagnosis shows evident weaknesses in the network's operation system, such as the lack of systematization of progress or lack of communication between the working groups. Based on these results shown on the diagnosis, the author supports the participatory process of searching and defining solutions (paragraph 8). Finally, there is a paragraph of recommendations for REDIP, as well as critical reflexion regarding the limiting factors that jeopardize the viability of the results achieved collectively. |

Finally, there is a paragraph of recommendations for REDIP, as well as critical reflexion regarding the limiting factors that jeopardize the viability of the results achieved collectively.[ES] A través de un convenio entre la Alcaldía Mayor de Cartagena de Indias (Colombia) y PNUD (Programa de Naciones Unidas para el Desarrollo), se consiguió en el año 2009 la implementación de la POLÍTICA DE INCLUSIÓN PRODUCTIVA PARA POBLACIÓN EN SITUACIÓN DE POBREZA Y VULNERABILIDAD – PIP, en la cual surgió la necesidad de contar con un espacio para la articulación de las diferentes entidades y organizaciones que vienen trabajando en temas relacionados con la inclusión productiva en Cartagena. Respondiendo a lo anterior, la REDIP (Red de Inclusión Productiva de Cartagena) se definió entonces como una de las estrategias para combatir las barreras al desarrollo económico incluyente de la población vulnerable, conformándose oficialmente en el año 2010. La REDIP funcionó de manera adecuada durante los primeros tres años, pero desde 2014 se evidencia una reducción en la participación por parte de los representantes de las entidades articuladas. Como respuesta a esta situación, desde el PNUD y la Secretaría Técnica de la red se decide encontrar las causas de la misma y poner en marcha soluciones. Tras un proceso de diagnóstico participativo que permitió indagar los anteriores síntomas y conocer los puntos de vista de diversos actores articulados a la REDIP, se dio paso a un análisis colectivo que facilitó la visualización de las causas del problema de participación. Una vez se obtuvo y analizó toda la información posible sobre la situación, se propuso la formulación de estrategias que estimularan la participación activa de sus miembros y potenciaran el trabajo que se venía haciendo frente a la generación de capacidades en la población en situación de pobreza y vulnerabilidad. El TFM describe el proceso de planificación estratégica en el cual la autora del TFM ha participado y ha asesorado, haciendo uso de los aprendizajes adquiridos en el Máster. Aplicando una metodología de planificación estratégica consensuada con los miembros de la red (apartado 7), se evidencian en el diagnóstico debilidades en el funcionamiento de la red, como la ausencia de la sistematización de avances o la escasa comunicación entre las mesas de trabajo y desde estos resultados, se acompaña posteriormente a las instituciones para una búsqueda consensuada de soluciones (apartado 8).
