Sumario:The management of significant risks aims to identify, evaluate, and control risks of natural and anthropic origin that different facilities may be exposed to. Therefore, this research aimed to design an emergency plan for building U on the La Dolorosa campus of the Universidad Nacional de Chimborazo based on current legal regulations and contributing to compliance with accident prevention and mitigation standards. Information was gathered through on-site inspection to identify risks, observing each space and resource available in different areas of the building. Subsequently, evaluations were conducted using the FEMA, MESERI method, and vulnerability matrix for institutions. The study population consisted of 1664 users, representing the maximum capacity of the building. This research determined that the threats to which Building U is exposed include earthquakes, floods, epidemics and pests, fire, explosion, assault theft, and civil disorder. The FEMA 154 analysis revealed low vulnerability, indicating that the building does not need to reinforce its structure. According to the MESERI fire assessment, a value of 5.79 was obtained, corresponding to a medium risk, and the vulnerability analysis for institutions showed a level ranging from low to medium for natural factors and common for technological and human factors. The outcome of this work allowed for the development of the emergency plan, serving as a tool for proper planning and organization to enhance response capacity in emergencies and to safeguard the well-being of individuals, property, and the environment.
