Sumario:According to the figures of internal tourism and receiver of the Ministry of Tourism of Ecuador obtained in the year 2015, it is affirmed that the tourism of sun and beach is the modality that more flow of tourists in national level genres at present, the development of coastal populations and communities has not been equitable to this reality. In this context, General Villamil Playas, the only resort in the province of Guayas, has had an uninterrupted, intermittent and unsustainable journey over time with an ideal geographical location, with tourist attractions and a privileged climate. Therefore, the present research aims to describe the factors that influence the little progress and development of the canton through the analysis of government regulations, studies and other databases related to the subject. Thus, the analysis and the corresponding review, it is concluded that the local administration is the main protagonist of the various problems that affect today the spa, the product of the lack of application of the appropriate development instruments.
