Sumario:The Popular and Solidarity Financial System in Ecuador promotes the sustainability and functioning of the popular economy, with activities of supervision, control and support to the sector, generating an environment of trust that contributes to solving financial problems that financial institutions cannot solve. In this context, an investigation is developed that analyzes the context and acceptance of the implementation of a savings bank for the entrepreneurial population of the community of Zuleta, for which the investigation is based on the conceptual and theoretical foundations of the Savings Fund and Credit. In addition, the methodological bases for the creation of a savings bank are established, a diagnosis of the Zuleta community is alsoanalyzed from a general and specific panorama emphasizing development and entrepreneurship and finally a proposal is made for the creation of a Savings bank. structured savings and credit. Results: The community of Zuleta requires a financing alternative for the development of its businesses and enterprises since it is a rural area that does not have nearby financial institutions. Conclusion: There is a law that generates confidence in the Popular and Solidarity Financial System and that in turn contributes to the creation of savings and credit banks, but that requires greater legal support that helps to clearly define the processes and procedures, structure, organization and management for credit unions.
