| Sumario: | This doctoral research proposes an analysis of the reality and potentialities of Chilean territorial planning, through the evaluation of the correspondence between the territorial planning instruments in force in the country and the territorial dynamics, considering with particular attention the Valparaíso region. In the first chapter of the research, an approximation to the theory of territorial planning is made, highlighting the polysemic nature of the concept and its application modalities, such as strategic territorial planning and territorial planning or ordering. After agreeing on a conceptual framework for the research, this chapter reviews how this public policy is developed in some American and European countries, contrasting relevant aspects such as the form of the State, the territorial organization and the applied territorial planning modalities. in each of the intervention scales in such international references. In the second chapter, a detailed historical relationship of Chilean territorial planning is developed, from its republican beginnings to the present day, which allows us to clearly identify the phases of implementation of this public policy and observe the configuration of the territorial planning instruments currently in force in Chile. the country. Carrying out a description of each of these instruments and a verification of certain systemic premises, the question arises as to whether the set of territorial planning instruments in force in Chile can be properly considered a system The answer to this question is provided through the study of the situation of the Valparaíso region, thus in the third chapter we proceeded to make a characterization of the components of the territorial system of the Valparaíso region, as a region subject to study, being possible to identify in it certain territorial dynamics, each with their respective determining factors (strengths, opportunities, weaknesses and/or threats). Subsequently, in the fourth chapter, a description is made of the set of territorial planning instruments in force and applicable to the Valparaíso region, its provinces and communes, and then, in the fifth chapter, an evaluation of said instruments is made according to the capacity to give response through them to the territorial dynamics of the region and according to gaps in coverage, obsolescence, quality and coherence. In the sixth chapter, the results obtained are presented, which allow answering the research questions and validating the hypotheses initially raised, determining that the current regional configuration of instruments for territorial planning in force in Chile is scarcely adequate to deal with the problems that derive from the current territorial dynamics, this inadequacy being the result of the lack of systemic coherence of territorial planning and of political will to apply it at various scales. These limitations are particularly evident in a dynamic territory such as the Valparaíso region, exposed to powerful processes of metropolization, social inequality, water scarcity, environmental fragility and climate change, among others. Finally, future lines of research leading to the definition of consecrating regulations for a planning system for Chilean territorial development and methodologies for the formulation, implementation and evaluation of territorial planning instruments for the Chilean reality are established, for which ideas are outlined. of public policy as an approximation to such solutions. |
