| Resumo: | State-owned enterprises (SOEs) play a vital role in enabling the Brazilian State to fulfill its constitutional duties concerning the Economic Order. In recent years, compliance policies have gained increasing prominence within the Brazilian corporate landscape. This article seeks to examine the integration of compliance frameworks within Brazilian SOEs, particularly in the wake of the enactment of Law No. 13,303/2016. Adopting a qualitative methodology grounded in bibliographic research, the study explores how SOEs have not only contributed to the country's socioeconomic development—through the delivery of public goods and the promotion of innovation in technology and management—but also how the implementation of compliance measures has enhanced institutional integrity and accountability. The findings suggest that compliance programs serve as crucial instruments in the prevention of illicit practices and the mitigation of risks within the public sector. Law No. 13,303/2016 represents a significant milestone in this context, mandating the adoption of such programs by SOEs. Notably, the legislation requires the development of a Code of Conduct and Integrity and the establishment of dedicated compliance units within these entities. |
