| Sumario: | This article aims to investigate the impacts for the defense of the Amazonia Azul, in times of crisis, resulting from a possible mobilization of human assets on oil platforms, either for the composition of the elasticity of the Armed Forces, or for the maintenance of used mercantile transport, by the Economic Power of the State. In this sense, considering that one of the Strategic Defense Actions (AED) to strengthen the National Power is to improve the National Mobilization System (AED-3 provided for in the National Defense Strategy), it is imperative to examine the vulnerabilities that may arise in terms of the mobilization of human resources on oil platforms and support vessels, notably in the scope of the Blue Amazon. Indeed, Brazil, a continental country with territorial dimensions that exceed 12 million square kilometers, has an ocean area called Blue Amazon with 5.7 million km² and a coastline with approximately 7,500 km in length, which evidently shows the strategic importance of an optimized logistics capable of quickly mobilizing the human and material resources available to trigger measures to protect assets, maritime trade lines, airspace and oil platforms in the face of threats to national sovereignty. Through a qualitative analysis, it is intended to determine what will be the obstacles for the preparation of the mobilization in the context of the vulnerability of critical infrastructures - oil platforms and support vessels -, in order to propose measures to improve the legal framework that circumscribes the National Mobilization System (SINAMOB). |
