Sumario:Open Government Data is the data made available free of charge by government entities and can be freely used, reused and redistributed by any person. Open Government Data Portals need to address a number of mechanisms so that society can effectively discover, extract, and utilize the data. The research focus is the identification of mechanisms that can increase transparency in Brazilian Open Government Data Portals. Through the use of scientific literature and the data collection with experts and users, 18 mechanisms have been proposed to increase the degree of transparency in Open Government Data Portals. The results showed that the evolution of the use and research on open data allowed the authenticity, irrefutability, integrity, compliance, breadth, reliability, comprehensibility, citizen participation, referential integrity, and connected data mechanisms to be added to the eight original mechanisms defined by the Open Government Working Group. The classification of these mechanisms and the definition of identifiers made it possible to evaluate the main Brazilian Open Data Portal (dados.gov.br). The criteria and ease of future reapplication will allow comparison with other national portals, serving as a benchmarking to public managers, stakeholders and researchers in the area.
