Sumario:This research aimed to evaluate in a multidisciplinary way the Family Farming Strengthening Program (Pronaf) in the municipality of Caucaia, state of Ceará, to understand whether the content and context of the public policy are aligned with the beneficiaries, reflecting on its institutional trajectory, temporal and territorial spectrum. The theoretical assumptions observed from authors such as Lemarche (1993), Dagnino et al.(2002), Abramovay and Piketty (2005), Dowbor (1998, 2002, 2016 and 2022), Grisa and Schneider (2014), Scheneider (2009), Picolotto (2014 and 2022), Aquino, Gazolla and Schneider (2018) and Boullosa (2021), among others, highlight factors related to family farming, summarized in specific sections, classified into the analysis categories: i) income generation;ii) family farming;and iii) public policies to promote family farming.The evaluation approach used was the interpretation of the policy from the empirical locus, based on multiple dimensions, a perspective called In-Depth Evaluation, according to Rodrigues (2008), in contrast to hegemonic models governed by regulatory frameworks of the State and the Market, Gussi and Oliveira (2015).As this is qualitative research, the data were constructed based on documentary research, interviews, questionnaires and direct observation, making it possible to understand the facts that encompass human subjectivities, as highlighted by (Minayo, 2009; Paugam, 2015).Data analysis was based on documentary analysis and content analysis proposed by Bardin (1977).The results of the empirical analyses, based on visits to the agricultural cooperative operating in the municipality, the Rural Workers' Union, the Municipal Secretariat for Agrarian Development, the Technical Assistance and Rural Extension Company of Ceará, and, especially, the Santa Bárbara settlement, for observation and interviews with farmers who are beneficiaries of Pronaf, were in line with the theoretical foundations observed, demonstrating the importance of Pronaf for the development of family farmers, in line with major challenges to be overcome, such as precarious technical assistance, bureaucracy of financial institutions, the distance between the farmer's language and the business manager, requiring public power and the strength of social movements and cooperativism for sustainable development. Furthermore, we can highlight as research findings: (i) Pronaf has been fundamental for the generation of income and the sustainable development of family farming in Caucaia, especially for traditional communities;(ii) Bureaucracy and limited technical assistance limit the impact of the policy, hindering access and the effectiveness of the program; (iii) The articulation of social movements has been essential to guarantee rights, but integration with other public policies still needs to be strengthened.To expand the benefits of Pronaf, it is necessary to invest in training, access to markets and logistical support.
