Sumario:The article analyzes the implementation of the Articulated Actions Plan (PAR) in the municipal education network of the municipality of Riachuelo/RN, Brazil, covering two periods (2007-2011) and (2011-2014). As a theoretical and methodological resource, it conducts a literature review on educational planning and the financing of public education. It performs a documentary analysis using data transferred by the National Fund for Educational Development (FNDE) and semi-structured interviews with the technicians who participated in the elaboration and implementation of the PAR in different periods. It confirms that, during the period, the municipality received and applied almost all of the transferred funds—financial subsidies that contributed to improving the quality of the studied dimension. However, this improvement remained at an unsatisfactory level due to the historically precarious physical and pedagogical infrastructure of the network and the limited number of implemented actions and sub-actions.
