Sumario:The present research focuses the implementation of the Human Rights Education National Plan (PNEDH) in a public school from the state of São Paulo, which we intend to know how this program is being carried out. The analysis of PNEDH and implementation practices at this educational institution, according to the principles and contents of this document correspond to the objective of the study. Human Rights, Citizenship, Multiculturalism, Intercultural Matters and Democracy are the main categories of the research. The methodological approach was qualitative with its literature review brought together national and international bibliography Human Rights themes, organized from scientific articles, theses, dissertations, books and official documents. The text is structured in three chapters, as the following sequence: Research Theoretical Paths, Methodological Paths and Data Analysis. Interviews were the chosen tools and they were applied at a public school in Osasco, a city in the neighborhood of São Paulo. From speech analysis, it was showed that the implementation of PNEDH is still ineffective and its structure is also unknown. There are not, even efficient programs or proposals aiming the accomplishment of this Plan at school.
