El ordenamiento requiere organización y planificación para un aprovechamiento más eficiente y sostenible del territorio, que promueva mejora en la calidad de vida de la población, que defina áreas geográficas con aptitudes productivas en función a criterios económicos, sociales y ambientales; que permita una delimitación geográfica exacta de provincias y distritos, evitando conflictos por indefiniciones territoriales.
