Revisamos la teoría desde una perspectiva legal y desarrollamos un marco para evaluar la influencia de los actores para crear soluciones duraderas. Luego usamos el estudio de caso de Líbano, que califica como un estudio de caso crítico porque es el país que alberga más refugiados per cápita en el mundo. Después de aplicar el marco en el estudio de caso y obtener información mediante entrevistas y conversaciones informales con diversos actores en el país, discutimos la teoría, enfocándonos en aquellos aspectos que necesitan revisión o desarrollo adicional.

This comprises the opportunities of integration, resettlement and voluntary return. To provide those solutions to the refugees is a mandate from the United Nations High Commissioner for the Refugees but it is a responsibility that reaches many other actors. We will discuss how these actors try to influence each other in order to create or limit the possibilities of the refugees to access to the solutions. We reviewed the theory from a legal perspective and developed a framework for assessing the influence of the actors for creating durable solutions. Then we used the case study of Lebanon, that qualifies as a critical case study because is the country hosting more refugees per capita in the world.
