Sumario:The article develops the relationship between the concepts of territorial planning and urban planning in order to study the future perspectives of this field after the Urban Reform of 2021. Based on this, we consider the specific context of Lima where it has been approved the Metropolitan Development Plan to 2040 y the Urban Development Plans are in the making, so as to state how it is possible to concretize the main objectives of the Urban Reform of 2021 through a zoning regulation – the normative element of the urban plans. With that in mind, we set the structure of a proposal of zoning regulation, including the principles, approaches, guidelines and criteria for interpretation; the division of the territory; zoning and compatibilities; urban and building parameters; and land value capture instruments.
