| Sumario: | The fight against climate change has become an important factor that must be included in the analysis, planning, and formulation of national energy policy because the exploitation of fossil fuels is directly linked to rising greenhouse gas emissions and temperatures around the globe. This article maintains that the structure of property of energy resources in Canada and Mexico conditions the scope and effectiveness of their climate strategies. I use multi-level governance approaches to situate the discussion on the growing participation of non-state actors in configuring and implementing regional and global energy and climate policy. |
