Sumario:The article studies neoliberalism as a phase in the history of capitalism and class struggle worldwide. Neoliberalism is understood as a political project of the capitalist class to restore its power and profits against working and popular classes, starting in the 1970s. For Latin America the historical determinant of dependent capitalism shapes specific forms for the project and has reinforced the State class character. As an offensive against the working class, the theoretical validity of super-exploitation concept is highlighted in order to understand the changes in the world of labor. Finally, we describe the situation of the privatization of telecommunications in Argentina and Mexico, as well as some of the effects on the workforce in that sector.
