Based on the need to provide integral analysis of risk, and on the idea that each person’s vulnerability is a function of their means of action/ decision against threats, the article presents the notion of structure vulnerability as a conceptual tool to account the interdependencies between the decisions and capabilities within the overall framework of a risk scenario. The structure of vulnerability is here defined as the framework of relations of power and control that limits or allows each agent to act upon the territory and upon other players; it emerges with particular force when a single agent is capable of controlling the fundamentals of the hazards as was the case of disaster in 2007 involved a complex system of dams in southeastern Mexico. ontro;ls�,�@��s fundamentales de la amenaza, como fue el caso del desastre que en 2007 involucró a un complejo sistema de presas en el sureste mexicano.La vulnerabilidad social es un componente esencial del riesgo que se manifiesta de forma diferenciada entre los actores que componen un escenario de desastre, por lo que en general se aborda de manera segmentada ya sea por tipos o por grupos. Partiendo de la necesidad de ofrecer análisis integrales del riesgo y de la idea de que la vulnerabilidad de cada sujeto es una función de sus posibilidades de acción/ decisión frente a las amenazas, el trabajo explora la noción de estructura de vulnerabilidad como herramienta conceptual para dar cuenta de las interdependencias entre las decisiones y capacidades en el contexto global de un escenario de riesgo. La estructura de vulnerabilidad es definida como el marco de relaciones de poder y control que limita o posibilita la acción que cada actor ejerce sobre el territorio y sobre los demás actores.
