| Sumario: | This article posits that the dissemination of ideas on local development during the 1990's as a correlate of the state reform carried out in Argentina (and throughout the region) was reflected in an overly voluntarist vision of each territory's ability to begin down the path to development. Based on a critical analysis of the most significant components of the perspective of local development, the article presents a case study that points to the persistent difficulty public planning finds in creating development instruments on a regional scale. |
