Sumario:Does it work the participation mechanisms implemented in the electoral political reform 2013-2014? What are the substantive dimensions of democracy? In this paper we examine the useful dimensions to understand the theoretical construction of democracy and contrasted with Mexican democracy from the perspective of participation mechanisms, implemented in the 2013-2014 electoral political reform. The two formal citizen participation mechanisms proposed in the Constitución Política de los Estados Unidos Mexicanos are: iniciativa popular and consulta popular. Both inapplicable: the former because it leaves to Congress the decision to its viability, while the latter leaves to the Suprema Corte de Justicia de la Nación, the interpretation of the legal ambiguity in environments with high public distrust, showing contradictions between an ideal democracy and real democracy in Mexico.
