First, it describes the historical development of this right by reviewing the legal background and the legislative process discussions carried out in the Legislative Congress. Second, it analyzes the discussions of the final proposal for constitutional reform of article 4, fifth paragraph (as it happened during December 15 and 22, 1998) regarding the right to an adequate environment. Third, it examines the outcome of this reform and later amendments of other related-constitutional articles in relation to procedural and human rights matters. It concludes by stating that these changes have advanced the constitutional regulation of the right to environment.Este trabajo analiza la reforma constitucional del 28 de junio de 1999 sobre el derecho que toda persona tiene a un medio ambiente adecuado para su desarrollo y bienestar. En la primera parte se describen los antecedentes legales y se hace un recuento del proceso legislativo en el Congreso de la Unión. En la segunda, se analiza la exposición de motivos y las discusiones parlamentarias del proyecto de decreto del 15 de diciembre de 1998 por el que se adiciona el párrafo quinto al artículo 4o., así como el dictamen y las discusiones parlamentarias de la minuta del 22 del mismo mes y año. En la tercera, se comentan las implicaciones jurídicas de la reforma de 1999 y las enmiendas constitucionales posteriores en materia procesal y de derechos humanos.
