Sumario:The author analyzes the background and characteristics of regional politics in the period from 1989-1994, pointing out that this policy includes comparative advantages that are exploited to facilitate the location of in-bond industries in the north of the country. The article also analyzes the unequal distribution of public investment that is channeled more towards states with higher income levels to the detriment of those with high indexes of marginalization.
