| Sumario: | In this article, in principle we will make some brief references on the origin of the constitutional State; What is a Constitution, and what are its elements in any country in question. Similarly, we will address the issue of legal transition and democracy, especially since it has several stages until the last one is called consolidation, which involves the transformation of institutions and the creation of new ones (López Ayllón And González (editors), 2000, pp. 19-48, pp. 49-81), and this occurred in a global environment. Subsequently, we will analyze the cultural changes and perspectives for the twenty-first century regarding the rights of people who have been victims of crime or violations of their human rights. Finally, we will develop the creation of the Executive Commission for Victim Assistance (CEAV), its organizational structure, its powers and attributions, providing the conclusion and sources of information of this work. |
