Sumario:The author studies the role played by the State in the employment phenomenon as a mediator in worker-employer relations through the normative parameter established by labor laws in each Latin American country, rules concerning the hiring and use of labor and social security and finally the sphere of intermediation in job markets. The author goes on to contrast the employment strategy that also included the management of other economic variables, such as the protection of the internal market and relatively high wage levels, that were essential to the proper functioning of the industrialization scheme in force until the arrival and imposition of the neo-liberal model, whose strategy disturbed the bases of the previous strategy.
