Summary:The purpose of this article is to contrast the events that took place since theenactment of the Law on Social and Solidarity Economy in 2012 and the 2012-2018 six-year term with the first months of the 2018-2024 six-year term, as well as twoelements ordered by this law (the creation of the National Institute of Social Economyand operation of the Social Economy Promotion Program) to determine if there isa change of course in the actions and support directed toward the organizations ofthe social sector of economy and if they are sufficient to constitute a public policy topromote social economy.As it is exposed throughout the document, the Law on Social and Solidarity Economypresents important shortcomings and gaps; the Institute has a very similar structureto that of its predecessor and operates with a shrinking budget (even at current prices)and the program was merged with another program aimed at the population livingin poverty, which has had little margin to support these organizations and promotethe social economy in the country. By virtue of the foregoing, the conclusions presentsome recommendations to correct all of this.
