In order to do so, we analyze health exclusion, identifying the legal aspect of this process, assuming that there is a close relationship between the living and health conditions of the population. From this perspective, it is understood that the political dimension of the phenomenon, composed of all civil, political and socio-economic rights, is essential for outlining equitable and inclusive public policies required in current complex societies.
