| Sumario: | The article suggests a framework of analysis for the institutional design of agencies access to information from the states of Jalisco and Nayarit. The construction of this design is made from various institutional approaches such as new economic institutionalism, Sociological/Organizational and Historical/Normative. It performs a comparative analysis of their organizational/institutional variables. The purpose is to know the way in which this design has implications for the mechanisms of transparency and accountability. The results expected hope to highlight areas of possible tension for example between control and autonomy; this will open research with the agenda for strengthening local governments and institutional capacity and to build better democratic practices that create a space for transparency and accountability of institutes access to government information. |
