| Sumario: | The Legislative Power in Mexico, in charge of performing different parliamentary functions, both at the federal and local level, must have the best theoretical and legal instruments to develop them. The doctrinaires of Parliamentary Law, who study the legislative process -as the main process that develops, but not the only one-, as well as the actors that intervene in it, manifest the existence of practical theoretical problems in it, which demand a solution, to guarantee that the determinations emanated from the different congresses in the country, comply with all the elements of substance and form. |
