En particular, la literatura ha destacado el inapropiado timing de tal instrumentación, señalando que se emprendió de manera acelerada y abrupta. Esta inadecuada instrumentación, asociada a otras deficiencias del entorno macroeconómico, condujo a crisis de diversa magnitud en un número importantes de países latinoamericanos que han dejado a sus sistemas financieros en una difícil condición.
