Sumario:The article analyzes the concept of social policy within four methodological approaches. First, it is argued that the definition of social policy the semantic core of political concepts: the dialectics between constitutive and constituent powers. Secondly, given that concepts have a basic content that distinguished them from each other, the article proposes a minimum definition of social policy. Third, the article assesses 25 definitions derived from specialized literature in order to establish the essential attributes of the concept under research: the what, the who and the whys. Fourthly, a connotative definition of social policy is proposed. It is concluded that the connotations proposal is useful for research by means of including the methodological approaches analyzed in the article and by enabling the differentiation of social policy from other related terms, such as social protection, social security and social assistance.
