The analysis focuses on the case of Spain and addresses the paradox of rural transformation and socioeconomic modernization while the social emptiness and socioeconomic decline typical of traditional rurality persist. In this sense, the approach to public policies shows relevant differences that maintain rural-urban inequality. The scholarly emphasis on the economic processes transformation has hidden the inequality gaps in access to well-being between rural and urban populations.El artículo se adentra en las transformaciones que ha experimentado la ruralidad en el contexto de la desagrarización, globalización agropecuaria y reestructuración rural que conforman la denominada nueva ruralidad. El análisis se centra en el caso de España y aborda la paradoja que supone la transformación rural y modernización socioeconómica a la par que persiste el vaciamiento social y declive socioeconómico propios de la ruralidad tradicional. En este sentido el acercamiento a las políticas públicas muestra importantes diferencias que mantienen la desigualdad rural urbana.
