Resumo:The research is a pioneering approach to the formation of the political agenda in local Cuban contexts. Mella municipality (Santiago de Cuba province) was taken as a case study. In this municipality where the standard conditions of the Cuban sociopolitical system are reproduced. The design was longitudinal and concurrent explanatory mixed. A first phase of a quantitative nature analyzed the thematic composition of the political agenda in two periods (January and February) of 2017, 2018 and 2019. A second phase of a qualitative nature delved into the mediations, practices and processes that make up the model for defining the local political agenda. The results evidenced a stable, chronic, cyclical and materialistic political agenda, tending to be made up of problematic issues of the local reality. These features determined the social action of the social and political institutions (and their actors) for the conservation of the macro and micro social system.
