Sumario:This research contributes to our understanding of why it is difficult to improve the learning performance of pupils within an education system. We consider the school-related factors with a strong bearing on this learning yet are not generally included in the test result analyses, such as those of the OECD (Program for International Student Assessment, PISA). Based on the distinction between intentional or official curriculum, taught curriculum, learned curriculum and assessed curriculum, and building on the foundations of Mexican and international research, this paper considers study plans and programs, textbooks and teaching practices. The analysis refers to basic education, and calls for reflection on the ability of Mexico’s new education reforms to enable pupils to make significant learning improvements.
